The second preparatory seminar for the fifth Owada Chair was held from 17:00 to 18:30 on Tuesday, 30 September 2025.
In this seminar, Professor Tomofumi Kitamura used the examples of the ICC’s decision to proceed with an investigation into the situation in Afghanistan and the issuance of an arrest warrant for President Putin, and posed questions such as whether prosecutions always serve the “interest of justice,” whether the ICC should seek the cooperation of major powers, and whether it is legally and politically appropriate to deny immunity to the head of State. Professor Owada Hisashi, Professor Kihara-Hunt Ai, and Owada Chair #5 students then engaged in a discussion in English about how international criminal responsibility should be pursued in a decentralized international society.
